Moves to introduce student top-up fees in Wales were defeated as assembly members backed a motion to rule them out. AMs voted 30 votes to 29 in favour of a Conservative bid, not to bring in the fees, which will be introduced in England next year.

This was the first test of the Welsh Labour Party's rule in Cardiff Bay since AM Peter Law left the party to stand as an independent for Blaenau Gwent in the general election.
