Homeowners look likely to escape huge hikes in their council tax this April. Authorities across South Wales have been warned by the National Assembly that any rises should not be more than their five per cent target. And that means big-spending authorities will have to re-think their budgets, after hinting homeowners could be facing huge rises in their council tax.

Today, South Wales councils insisted they would keep rises within the limit set by the assembly. Rhondda Cynon Taf council revealed it is aiming for a budget that will see the majority Band D properties pay an extra 79p a week.
