'Cardiff residents should get to vote for a mayor'

The Conservative politician used a key speech to call for a directly-elected mayor for the capital of Wales.

The American-style system of city politics has provoked controversy in some of the UK councils that have adopted it but supporters say it has succeeded in engaging residents with the issues facing their cities.
