Cardiff council has defended its decision to turn The Hayes into a pedestrianised area as part of the St David's 2 city centre development. The Tabernacl Chapel said restrictions on access would mean a Sunday school having to finish before noon, instead of 1pm, and its work with the homeless would be disrupted.

But a spokesman for the council said: 'A new pedestrian square is to be created at the southern end of The Hayes.
