Opponents at the centre of a controversial waste war they thought they had won are preparing to fight on as fresh fears were raised this week. When Caerphilly County Council recently announced it was planning to pull out of its long-term waste management contract with Biffa for a huge plant in the old St Ives building near Ystrad Mynach, campaigners were overjoyed.
