Four thousand elderly and disabled people in Wales will receive home care for FREE, Rhodri Morgan has announced. The First Minister made the announcement yesterday as part of a pounds 76m package for the disabled. It was seen as an attempt to make up for the criticism when the Welsh Assembly Government scrapped its 2003 manifesto pledge to adopt all home care charges for the disabled.
