A broken garden light and youths throwing eggs at each other were just some of the calls made to 999 last Halloween. But this year Cardiff residents are being urged to dial 101 - and leave 999 for real emergencies. Police have already pledged their commitment to October 31 by cancelling rest days and placing an extra 150 bobbies on the beat, as reported in the Echo.
