A homeowner has failed in his bid to get Cardiff council to sell him a slice of city parkland. The council's executive yesterday voted unanimously to reject a recommendation from officers to sell 80 square metres of land at Cyncoed Gardens, Cyncoed, to Martin Cotsen.
