Wendy Leslie Smith was a lifelong member of the Women's Institute and well known in the community of Dinas Powys for her work with Cardiff Rural District Council. Born in Cardiff, Mrs Smith was brought up in Brecon and moved to Dinas Powys in 1948. A lifelong WI member, she was elected to the National Federation Executive Committee in 1957 and served for 19 years as literature and publications officer.

Mrs Smith sat on the Glamorgan Federation Executive Committee for nine years and was the chairwoman from 1966 to 1970.
