Summary
Two children who deliberately set fire to a flat causing more than pounds 30,000 worth of damage have escaped being locked up 'by the skin of their teeth'. The youngsters, aged 11 and 12, were instead put on supervision by Judge Stephen Hopkins QC at Cardiff Crown Court.
