I THINK I now see the master plan of our great Cardiff council. It is plain and simple to see: allow all the rubbish to be tipped on to the streets, turning it into a massive, albeit temporary, landfill site.
They then allow the seagulls to devour it and then deposit it, well hopefully, into some other unfortunate borough's backyard. Method in their madness, or maybe not.See the full content of this document
