Hospitals should not have to make job cuts to meet their debts, says Health Minister Dr Brian Gibbons. The NHS in England has seen staff cutbacks in an attempt by health chiefs to wipe out mounting debts. But Dr Gibbons said hospitals were not planning similar measures in Wales.
