'when you look back at the youth justice system we inherited in 1997 it was failing. 'An audit report found it inefficient and expensive and it was failing both young people and victims. 'We have made significant changes so that when the Audit Commission came back and looked at the system they saw there had been significant improvements. 'There is still much for us to do to reduce the level of offending and anti-social behaviour. Working with local authorities and community groups has to be the answer. 'The Government wants to see a situation where young people are not re- offending. And evidence shows that if we can prevent them offending until they reach 14, they don't often offend. 'Some people say we are using anti-social behaviour orders (Asbos) too much, but what we hear from communities is that they are not saying that.

'What we do have to get is smarter justice, because putting youngsters inside for short periods does not always work.
