I read the story on 'bed-blocking' in the Echo and just wanted to point out that the Social Service Inspectorate Wales report that was the basis for the article is a review of Cardiff council's performance for the year April 1, 2005, to March 31, 2006. Their comments on delayed transfers of care (DTOC) are not ones based on current performance, but on where we were at that point in time.
The report said: 'Starting from a very low base the authority has made consistent and sustained improvements over the last two years, including in the areas identified in the 2004-05 performance evaluation.'See the full content of this document
