LIKE Derek Burns (Viewpoints, December 12) I too have been in a similar situation with bins left in the middle of pavements after being emptied. Thursday I now call dread day. I dread to go out in St Mellons and Rumney since wheelie bins were introduced. No matter which way I want to go, my wheelchair and I have to negotiate bins.
To be told by Cardiff council that the householder is responsible for their bin once they have been emptied is ridiculous.See the full content of this document
